To register to vote in the State of Hawaii, an individual must meet the following qualifications:
- Be a United States Citizen
- Be at least 18 years of age by Election Day
- Be a legal resident of Hawaii
- Have not been declared mentally incompetent
- Are not a convicted and confined felon
Must register to vote at least 30 days before the election.

- County election offices
- City/County Clerk's Offices
- Satellite City Hall
- Public libraries
- U.S. Post Offices
- Phone directory
- State services agencies
- University of Hawaii System

Absentee Voting:
Absentee voting by walk-in is available between October 19 and October 30 and is located at the Offices of the City or County Clerk where you reside.
An absentee ballot application can be requested through the Offices of your City of County Clerk or can also be found online.
Mail the Application for Absentee Voter Ballot no earlier than 60 days and no later than 7 days prior to the election to the appropriate City/County Clerk.
Application for Absentee Voter Ballot must be received by the City/County Clerk where you reside no later than October 26.
