To register to vote in the State of Illinois an individual must meet the following qualifications:
- Be a United States Citizen
- Be at least 18 years of age by Election Day
- Have resided in Illinois and in the county for 30 days prior to the election
Can register to vote up to 27 days before the election.
Can select party affiliation at the polls.

Can register to vote in person or obtain a mail-in application from:
- County and Board of Election's offices
- City, Village, and Township offices
- Precinct Committeemen
- Some schools, public libraries, labor groups, civic groups, and corporations
- Military recruitment offices

When applying for services at the following:
- Driver's License Facilities
- Department of Public Aid offices
- Department of Public Health offices
- Department of Mental Health & Developmental Disabilities offices
- Department of Rehabilitation Services offices
Absentee Voting:
Each Illinois county has its own absentee ballot application, and most are not available online. You can obtain the proper application for absentee ballot, either by mail or in person, from your election authority (county clerk or board of election commissioners).
Applications for absentee ballots can be made no more than 40 days nor less than 5 days prior to the election if by mail, and no more than 40 days nor less than 1 day prior to the election if in-person.
There is also an option of voting early, where registered voters can cast their ballots during the 22nd day through the 5th day preceding an election. Notice of the sites for early voting will be announced by election authorities.
Absentee ballots must be postmarked no later than midnight on the day before the election, and must be received within 14 days of the election.
