To register to vote in the State of Missouri an individual must meet the following qualifications:
- Be a United States Citizen
- Be at least 17 ½ years of age (18 years of age by Election Day)
- Be a resident of Missouri
To be entitled to vote, a person:
- Must be registered to vote in the jurisdiction of the person's domicile prior to the election
- Cannot have been adjudged incapacitated
- Cannot be confined under a sentence of imprisonment
- Cannot be on probation or parole after conviction of a felony
- Cannot have been convicted of a felony or misdemeanor connected with the right of suffrage (RSMo 115.133)

Can register to vote in person or obtain a mail-in application from:
- The office of your local election authority
- Any Department of Motor Vehicle's Office (while applying for or renewing your license)
- Any designated state agency while the applicant is obtaining services from the agency. Examples of state agencies providing registration applications to their clients include Division of Family Services, Military Recruitment, or WIC.
You can also fill-out a Missouri voter registration application online. Mail completed forms to your county election office. Voter registration forms must be postmarked by the election day deadline.
Absentee Voting:
Missourians who are not able to go to their polling place on Election Day may vote absentee beginning six weeks prior to an election.
Voters can request absentee ballots from their local election authority in person or by fax. Faxed absentee ballot requests should be submitted to the appropriate local election authority. Relatives within the first degree (parents and children) may complete an absentee ballot application, in person, on behalf of the voter who wishes to vote absentee.
An absentee ballot application can also be found online.
Mail in or faxed absentee ballot requests must be received by the election authority no later than 5:00 p.m. on the Wednesday prior to any election. Voters can vote by absentee in the office of their local election authority until 5:00 p.m. the night before the election.
