To register to vote in this State, a person must sign a voter declaration attesting that:
- You are a U.S. citizen.
- You have been a resident of North Carolina and the county for 30 days before the election.
- You will be at least 18 years old by the next general election.
- You are not registered nor will you vote in any other county or state.
- If you have been convicted of a felony, your rights of citizenship have been restored.

- Governor's Advocacy Council for Persons with Disabilities
- Employment Security Commission
- Department of Motor Vehicles
- County Board of Elections
- Libraries
- Public high schools

Absentee Voting:
Any registered North Carolina voter can request an absentee ballot by mail.
Voters can request an absentee ballot from the county board of elections if they are registered to vote. You must make a written request not later than the final Tuesday preceding Election Day. The request should include the voter's name, residence address, date of birth, and address to which the ballot should be mailed.
A near relative (spouse, brother, sister, parent, child, grandchild) may appear at the elections office fifty days prior, but not later than 5:00 P.M. on the Tuesday preceding Election Day, and complete an absentee application for the absentee voter.
Registered voters can also vote using the one-stop absentee voting program during the two weeks preceding the election. For more information regarding this program and specific locations for early voting, contact the local county board of elections.
The absentee ballot must be returned to the county elections office in person or by mail no later than 5:00 P.M. on the day before the Election.
