To register to vote in the State of New Mexico an individual must meet the following qualifications:
- Be a United States Citizen
- Be at least 18 years of age by the time of the election
- Be a resident of New Mexico
- Not legally declared mentally incapacitated
To be able to vote in the next election, you must register at least 28 days before that election.

Can register to vote in person or obtain a mail-in application from:
- County Clerk’s office
- Office of the Secretary of State
- Various state agencies (especially those that offer public assistance or other services)
- Office of Motor Vehicles (when applying for a new or renewed driver’s license)
- Many public libraries
- Colleges and universities
- Organized voter registration drives
You may register to vote by using the New Mexico Certificate of Registration form or the National Voter Registration Form.
The New Mexico Certificate of Registration Form ("New Mexico Form") is available at any county clerk's office, the Office of the Secretary of State, or many state agencies that serve specific clients at those offices such as the motor vehicles offices and offices offering public assistance.
A voted may request the New Mexico form by mail, telephone, or in person.
After your application for voter registration is processed by your county clerk, you will receive a voter's identification card that will tell you where to vote. It will also tell you the state and local districts for your location.

Absentee Voting:
Any voter or organization may request the New Mexico Absentee Ballot Application by mail, telephone, or in person, by contacting the county clerk's office. The application is also available online.
The application must be returned by mail or in person to the local county clerk's office. The county clerk must receive the New Mexico Absentee Ballot Application no later than 5:00 p.m., 4 days before the election.
Ballots must be returned to the county clerk before 7:00 p.m. on Election Day to be counted. Ballots can be returned in person, by mail, or by a member of the absentee voter's immediate family or the voter's caregiver.
