To register to vote in the State of Texas an individual must meet the following qualifications:
- Be a United States Citizen
- Be a resident of the county
- Be at least 18 years of age (you may register at 17 years and 10 months)
- Not be a convicted felon (unless sentence is completed, including any probation or parole)
- Not be declared mentally incapacitated by a court of law

- County Voter Registrar’s office
- Secretary of State’s office
- Libraries
- Many post offices
- High schools
Absentee Voting:
Once registered to vote in Texas, you can vote at your convenience beginning on the 17th day before an election and ending on the 4th day before Election Day in most elections. You can either vote early in person (you don’t need to vote in your precinct, you can cast your ballot at any early voting site convenient to YOU) or vote early by mail.
Request an Application for Ballot by Mail (ABBM) from the Early Voting Clerk in the county where you are registered, or from the Secretary of State’s office. Once received, read the instructions carefully, complete the ABBM form and return to the Early Voting Clerk in your county.

In order to be counted, an early ballot must be received by the clerk by 7:00 p.m. on Election Day.
