Biography
Dr. Nicol Russell is a bi-racial daughter of a Black man and a Kanaka Maoli (Native Hawaiian) woman, raised on the island of O’ahu. Growing up with this unique blend of people, language, culture, and place have shaped Dr. Russell’s world view. She currently serves as the Chief Academic Officer at Teaching Strategies. She has been an early childhood teacher, a school administrator, a Head Start State Collaboration Director, and a State-level administrator for special education and early learning at the Arizona Department of Education. Dr. Russell has also served a previous term on the governing board as an at-large board member. Her research interests include studying the implementation practices of early learning programs and considering ways to create more equitable opportunities for all children and educators. Dr. Russell holds a Bachelor’s and Masterʻs degree in early childhood and early childhood special education and a Doctor of Education degree in educational leadership.

Briefly describe your relevant experience in governance and your understanding of fiduciary duties and fiscal responsibilities. How have you applied these principles in previous positions or organizations, and how do you plan to contribute to the effectiveness and financial stewardship of our Board?
As an experienced leader in early childhood education, I have consistently upheld principles of strong governance, financial stewardship, and accountability. During my tenure as Deputy Associate Superintendent for the Arizona Department of Education, I oversaw state and federal grant allocations exceeding $20 million annually, ensuring compliance with regulations and the efficient use of funds to support local education agencies. This role required meticulous oversight, strategic planning, and collaboration to maximize impact while maintaining fiscal responsibility.
Additionally, as the Director of the Arizona Head Start Collaboration Office, I managed the office’s budget, conducted comprehensive community needs assessments, and facilitated professional learning opportunities for Head Start grantee leaders. These responsibilities demonstrated my ability to align financial decisions with organizational goals and stakeholder needs, ensuring that resources were utilized effectively to support early childhood programs.
In both roles, I adhered to fiduciary duties by prioritizing transparency, accountability, and the prudent management of resources. I understand the importance of safeguarding an organization’s financial health and ensuring that funds are directed toward achieving mission-driven outcomes.
As President-Elect of the Board, I would bring a strong understanding of fiduciary responsibilities, including duty of care, loyalty, and obedience, and apply these principles to enhance the Board’s financial oversight and decision-making processes. By leveraging my experience, I aim to contribute to the Board’s effectiveness in achieving its goals while maintaining the highest standards of financial stewardship.
